GLENN LAKES HOMEOWNERS ASSOCIATION, INC. BOARD OF DIRECTORS MEETING June 19, 2007 MINUTES
The meeting was called to order by President Nancy Perry at 7:00 PM.
IN ATTENDANCE: Nancy Perry, Betty Pitt, Veronique Schneider & Floyd Winters.
ABSENT: Charles Bradford
UNIT OWNERS IN ATTENDANCE: 20
FOR PROPERTY MANAGEMENT: Carl Romano
A quorum was established.
PROOF OF NOTICE: The meeting notice was posted within statutory requirements.
APPROVAL OF MINUTES: MOTION: Betty Pitt moved to accept the minutes as corrected. Floyd Winters seconded the motion and it was unanimously approved.
TREASURER’S REPORT: Nancy Perry questioned whether late notices had been sent other delinquent accounts. She also reported that Sentry Management had made the correction to the Reserve account balances.
RENTALS: Sentry Management was asked to send letter to rental unit owners asking for a copy of the current leases. The letter should also advise the owners of the Glenn Lakes HOA rental policies. One of the owners presented a list of 36 addresses of owners who have their unit for rent. The list also had two owners who had “For Sale” (This should be For Rent) posted on the property in violation of the Association’s Rules.
IRRIGATION: There was a discussion about various irrigation issues that A-1 Landscaping needs to address. It was decided that A-1 should be asked to come attend the next Board of Directors meeting to address irrigation and other landscaping issues.
OLD BUSINESS:
MANAGEMENT SEARCH COMMITTEE: MOTION: Floyd Winters moved to establish a three month probation period before the proposed Sentry Management contact be considered by the Board of Directors. Betty Pitt seconded the motion. The motion was unanimously approved.
WALL REPAIR COST: Nancy Perry reported that the cost of having Colorguard Services repair and paint the wall along 53rd Avenue W. was $69,100 and that there was a ten year warrantee.
LAKE ISSUES: Nancy Perry reported that A-1 Landscaping submitted a price quote to clear a section of the lake at 54th and 44th for $2,000.
DISCUSSION: There was a general discussion about the overgrowth of plants around the lakes and how best to address some of the areas that need attention. Richard Finley raised a question about the high cost of the drip line that A-1 Landscaping was installing along the backside of his unit.
ARCHITECTURAL COMMITTEE: Angelo Russo reported that owners had replaced some of the mailbox posts because some had termite damage. It was advised that owners who had non-conforming mailboxes should receive a letter asking that they comply with the Association’s rules. It was noted that the mailbox posts should be 6 by 6 but could be wood or plastic. There was a discussion about the types of shadow box fencing that is permitted. There was also a discussion about the types of roofing material that should be considered as the original shingles are starting to get old and will need to be replaced on some homes in the not too distant future. Veronique Schneider suggested that new colors and materials be considered for the future. Nancy Perry also mentioned that some thought should be given to how the Association will handle owners request to expand their homes. There was a discussion about some of the items that are mentioned in two different sets of Architectural Guidelines and how the differences should be rectified into a single set of guidelines.
SECURITY ISSUES: There was a discussion about installing a chain link fence on 43rd street to keep children from walking through the property at this location. Betty Pitt said she was not in favor of chain link fencing, but added that any fencing installed should be PVC type fence. It was noted that Kyra was up north and could report on security issues. Angelo Russo commented that the Architectural Committee should be involved with any additional fencing that would be proposed.
GENERAL DISCUSSION: There was discussion about which lakes should be considered for improvements next. Veronique Schneider stated that we have been talking about the lakes for 4 years now. Nancy Perry brought up the issues of owners using Golf carts to drive on owner’s property. Manager Carl Romano said that the offending party had been spoken to in regarding his golf cart use. Someone suggested that a Welcoming Committee be formed so that we could get to know the new people who buy homes in the community. Nancy Perry said some consideration should be given to building a Clubhouse on the common property. Mike Bloom asked if anything was being done about commercial vans that stay overnight? Someone suggested that a letter be sent to Bolletieri about the use of the tennis court by non-residents. Someone asked how the year end audit was progressing. There was also a discussion on having Manatee County paint stripes on the speed humps. Owner Emile Johnson complained about lawn insects on the common area next to his home that needs to be treated.
MOTION: Veronique Schneider moved to adjourn the meeting at 8:45 PM. The motion was seconded by Betty Pitt and unanimously approved.
