BOARD OF DIRECTORS MEETING

The meeting was called to order by President Nancy Perry at 7:00 PM.

 

IN ATTENDANCE: Nancy Perry, Betty Pitt, Veronique Schneider & Floyd Winters.

 

ABSENT: Charles Bradford

 

UNIT OWNERS IN ATTENDANCE:  23

 

FOR SENTRY MANAGEMENT:  Carl Romano

 

A quorum was established.

 

PROOF OF NOTICE:

            The meeting notice was posted within statutory requirements.

 

APPROVAL OF MINUTES:

            MOTION:  Betty Pitt moved to accept the minutes of the June 19, 2007 Board Meeting as corrected. Floyd Winters seconded the motion and it was unanimously approved.

 

TREASURER’S REPORT:

            Nancy Perry reported that the Glenn Lakes HOA’s Certificates of Deposits were renewed at SunTrust Bank at a higher rate of interest then they were previously earning.

 

MANAGEMENT CONTRACT: There was a discussion about the termination terms of the proposed management contract with Sentry Management. It was suggested that the termination be revised to a thirty (30) day termination notice.

 

MANAGEMENT SEARCH COMMITTEE: Betty Pitt and Floyd Winters volunteered to serve on a committee to seek out some other management proposals.

 

RULE ENFORCEMENT: Board President Nancy Perry stated that the Association had sought a legal opinion from the Association’s attorney regarding rule enforcement procedures and also about Association maintaining owner’s property in lieu of the owner properly maintaining the property.

DISCUSSION: Mike Bloom asked about the cost of having the Association’s attorney sending compliance letters to owners. Betty Pitt stated that many of the letters sent by management are ignored by the owners. Nancy Perry stated that if the owners do not like the rules that they should work to have them changed of move from the community. There was a discussion about a letter that was previously sent to some owners by a former Board President of Glenn Lakes HOA allowing then to lease their unit 25 times a year. It was unanimously agreed by all the Board members that the letter allowing 25 leases per year was not in accordance with Association Documents and that it was a mistake for such a letter to be sent on behave of the Glenn Lakes HOA.

 

MOTION: Floyd Winters moved to have Sentry Management send a letter to those owners who we are aware had such a letter, stating that the 25 leases per year would not be honored or recognized by the current Board and that they should comply with the existing regulations within the Association Documents that state that each lease must be for a minimum of six (6) month and that they are allowed two leases per year. The language on page 35 of the Documents with the recordation number of BK 01443 P6 7760 should be quoted in the letter.

Betty Pitt seconded the motion and it was unanimously approved.

 

LAKE MAINTENANCE PROPOSALS: Manager Carl Romano stated that he had obtained two (2) other lake maintenance proposals to compare with the cost that the present lake maintenance company Aquatic Systems is costing. Proposal were obtained from The Lake Doctor, Inc and Aquagenix, Inc. Romano said that the proposal from the Lake Doctor was about $400 a months less then what the Association is currently paying aquatic Systems. It was decided that Kevin Lyke of the Lake Doctors should be invited to the next Board meeting to answer some questions about their proposed service.

 

PARK BENCHES: There was a discussion about what steps could be taken in order to get the re-cycled plastic park benches purchased and delivered from Plastic Recycling of Iowa Falls, Inc.

 

ARCHITECTURAL PROBLEMS WITH HOUSE COLORS: There was a discussion about the status of having the Mr.  & Mrs.  Vora who live at 5005 54th St. W. to repaint their bright yellow house to an approved color. There was a discussion about how an approved palette of colors could be determined and established as the acceptable colors. There was a discussion about what colors should be considered pastel.

 

MOTION: Veronique Schneider moved that the Board of Directors should approve any colors that are presented by the Arch Committee as the acceptable colors for Glenn Lakes HOA. The motion was seconded by Floyd Winters and unanimously approved.

 

ARCHITECTURAL COMMITTEE APPIONTMENTS: Board President Nancy Perry appointed Candie Clerkin, Judy Strauss, Barbara Tussy and Angelo Russo to the Arch Committee.

 

MAILBOXES: There was a discussion about what could be approved as replacements for the original mailboxes and also weather it was in the scope of the Board or Arch Committee to make changes to what it states in the Glenn Lakes HOA’s documents. Betty Pitt had a concern that as the members of the Board of Directors changes over time that we could have a different set of Arch Guidelines with each administration.

 

RUPPRECHT ARCHIITECTURAL MODIFICATION: Owner Eric Rupprecht who lives at 5131 50th Ave W. asked the Board to review and decide on his request to expand is house as per the set of drawing that had been previously submitted to the Glenn Lakes HOA

 

MOTION: Betty Pitt moved to approve Mr. Rupprecht’s modification request as per the submitted drawings. The motion was seconded by Floyd Winters and approved by a 2-1 vote. Board President Nancy Perry did not vote on the question.

 

OWNER’S COMMENTS:

 

Owner Mike Bloom suggested that a letter be sent to IMG / Bollettieri Academy stating that their students, instructors and associates are not permitted to use the Glenn Lakes HOA’s tennis court.

 

Another owner reported that a new resident had been walking their large dogs in the tennis court area and was not cleaning up after the dogs.

 

ADJOURNMENT:  Floyd Winters moved to adjourn the Meeting at 9:00 PM the motion was seconded by Betty Pitt and unanimously approved.
