GLENN LAKES HOMEOWNERS ASSOCIATION, INC. BOARD OF DIRECTORS MEETING MINUTES February 17, 2009 (Draft)

The meeting was called to order by Board president Alex Angeli at 6:30 PM.
PROOF OF NOTICE: The meeting notice was posted within statutory requirements.
IN ATTENDANCE: Frank Abrams, Floyd Winters, Richard Suszek, Veronique Schneider and Alex Angeli.
FOR SENTRY MANAGEMENT: Carl Romano
QUORUM: There was a quorum of directors present. Eighteen (18) owners were also present. There were also three (3) residents from Glenn Lakes Estates in attendance who were invited to hear Commissioner Chappie speak.
COUNTY COMMISONNER: The new district 3 County Commissioner John R. Chappie was invited to speak to the membership. Mr. Chappie introduced himself and gave a summary of his years of government experience as the previous Mayor of Bradenton Beach. He also introduced Commissioner Carol Whitmore and she gave a summary of her experience and mentioned that she was a “At-Large “ commissioner and didn’t represent any one district , but represented resident for all of Manatee County. They spoke about the Citizens Action Center and how it could be useful to the residents of Glenn Lakes. Mr. Chappie also spoke about some road improvements that are scheduled for the area around Glenn Lakes. Mr. Chappie answered some questions from the audience. Both Commissioners thanked the Board for inviting them to the meeting and said that they hope to get to know one another better and said to contact them if they could be of any help to the community. The Commissioners left some brochures and other literature about services provided by the County Government.
NEW OWNERS: There weren’t any new owners in attendance.
MINUTES: Of the November 17, 2008 Board of Directors Meeting.
MOTION: Floyd Winters moved to accept the minutes as distributed. The motion was seconded by Richard Suszek and unanimously approved.
PRESIDENT’S MESSAGE: Alex Angeli described some of the work being done by community volunteers such as Richard Suszek, Angelo Russo and others. He said that work is not limited to anyone section of the community and that work is done through out the community as needed. Alex mentioned the up-graded lighting that was installed at the 43rd Street Entrance. Alex answered Veronique Schneider’s question about the money being saved by the work of the volunteers and estimated that about $10,000 has been saved. Floyd Winters started that potential volunteers can access the Association’s web-site and offer their services.
TREASURER REPORT: Frank Abrams also stated that he wanted to thank the volunteers who have done so much work for the community and said that he felt that many owners and resident were very appreciative of the work being done. Frank also reported on an act of vandalism that occurred next door to his house where someone had thrown a bag of papers that had been set on fire at his neighbor’s front door. Residents were urged to call the police and report any act of vandalism such as this. The police will provide more patrols if we report the incidents. Frank also reviewed the Association’s account balances and stated that the Association was over budget for fiscal year 2008 for irrigation repairs and legal fees.
MANAGEMENT REPORT: Carl Romano of Sentry Management spoke about the problems the Association might encounter regarding towing vehicles from the street when vehicles are left on the street overnight. State law provides some provision for the towing of vehicles from private property but county streets and roads on another issue. Owners can have vehicles towed if someone leaves a vehicle blocking their driveway. Carl state that the Glen Lakes liability insurance policies had been renewed at a small increase in cost he also reviewed various violation letters that had been sent out and also reviewed the Association account receivable report and state what is being done to collect the one large outstanding delinquency from the owner on 50th Street who lives in Brazil.
LEGAL REPRESENTATION: Carl Romano reported that attorney Stephen Thomas left the law firm of Porgas Hamlin et. al and started a new firm with one of his previous partners Mr. Najmy. Carl said that he felt that Stephen Thomas had provided the Glenn lakes Association with good representation and suggested that Glenn Lakes continued to use Mr. Thompson services though the new firm of Najmy, Thompson.
Discussion: Frank Abrams wanted Sentry Management to make sure that the hourly rates the new firm was going to charge about the same as they had previously been paying.
Motion: Frank moved to use the new law firm of Najmy Thompson as long as the rates would not be increased. The motion was seconded by Floyd Winters and unanimously approved.
LAKE EROSION: Alex Angeli stated that he had obtained two price quotes to solve an erosion problem at lake # 11. The prices were $8,950 and $ 24,000 with the low bid being provided by Howell Concrete and Land Services. Alex explained the scope of work to be done and stated that funds had been provided in the 2009 budget for this work.
Motion: Richard Suszek moved to accept the proposal from Howell Concrete and Land Services for $8,950. The motion was seconded by Veronique Schneider and unanimously approved.
WALL ALONG 53RD STREET: Alex Angeli stated that we were going to get a group of volunteers to paint the wall with paint that will be provided by Sherwin Williams, but that Colorguard Services submitted a proposal to pressure clean and paint the wall for $4,850. Alex stated that there are some cracks that need to be filled and that a slightly darker color will be selected. Floyd Winters suggested that colors that will offer a bit more contrast would be desirable.
Motion: Richard Suszek moved to accept the proposal from Colorguard Services to pressure clean and paint the wall with paint being provided by Sherwin Williams at no cost to Glenn Lakes (valued) in the amount of $4,850. The motion was seconded by Frank Abrams and unanimously approved.
PALM TREE TRIMMING: Alex Angeli stated that we had obtained three (3) prices to have 204 palm trees trimmed. The prices were $20 per tree from U.S. Lawns, $16 per tree from Brown’s Tree Service and $14.50 per tree from High Maintenance Solutions. Alex said that we had Brown’s Tree Service trim some oak trees and remove some palm trees last year and that they did a fantastic job of cleaning up after their work. Alex said that we also need to get some Brazilian pepper trees pruned back and one large papaya tree removed. Alex suggested that we use the services of Brown’s Tree Service.
Motion: Richard Suszek moved to use Brown’s Tree Service for the tree work of pruning 204 palm trees and pruning and removing the Brazilian Pepper trees and the papaya tree. The motion was seconded by Frank Abrams and unanimously approved.
FENCE SECTION ALONG 43rd STREET : Alex Angeli explained the history of the old wooden fence that had been put up by an owner and has since been removed because the fence had partially rotted way. Alex said that he had obtained a price quote from Bond’s Fence to install about 30 feet of PVC fence in the area where the old wooden fence use to be. Alex also said that an alternate solution would be to plant some fichus bushes and let them grow and connect with the rest of the fichus hedge that runs along that section of 43rd Street.
Discussion: Floyd Winters question the high price quote from Bond’s Fence. Alex Angeli explained that one of the existing fence posts would have to be replaced so that any new section of PVC fence could tie it to the existing PVC fence. Floyd suggested that we plant fichus plants instead of erecting a new section of fence.
Motion: Floyd Winters moved to plant fifteen (15) fichus plants in the area where the old wooden fence was for a cost not to exceed $500. The motion was seconded by Veronique Schneider and unanimously approved.
Discussion: Floyd Winters stated that about a year and a half ago $150 was collected from owners for some additional planting and that the money was spent for new plants. There was also a discussion about a section of fence that had been erected next to the Lake on 44th Street so that anyone trying to cut through theta area would have to go into the lake to get around the fence.
OWNERS COMMENTS:
1) Kyra Hatke stated that she would also like to thank Richard Suszek for all the work he does on the irrigation system.
