GLENN LAKES HOMEOWNERS ASSOCIATION, INC. BOARD OF DIRECTORS MEETING June 23, 2009 MINUTES (Draft)

The meeting was called to order by Board president Alex Angeli at 6:30PM.
PROOF OF NOTICE: This meeting notice was posted within statutory requirements.
IN ATTENDANCE: Frank Abrams, Richard Suszek, Alex Angeli.
FOR SENTRY MANAGEMENT: Carl Romano
QUORUM: There was a quorum of directors present and thirteen homeowners present.
NEW OWNERS: There were no new owners present.
MINUTES: February 17, 2009 Board of Directors Meeting
MOTION: Frank Abrams moved to accept the minutes as distributed and it was seconded by Richard Suszek, then unanimously approved.
PRESIDENT’S COMMENTS: Alex Angeli reported the progress of different areas of the community. 1. A lake bubbler was repaired on lake #2. 2. The wall along 53rd Ave. was painted by Colorguard Services at the cost of $4100, using high-quality paint that was donated by Sherwin Williams. Volunteers painted the 43rd St entrance. 3. Volunteers will paint the outside of the posts along 43rd St. fence, then give the paint to any homeowners who wish to paint the posts on their side of the fence. 4. The small signs along 47th St. which were repaired 4 years ago are now beyond repair. They will need to be replaced at a future date. The signage at the 51st St. entrance and 47th St. entrance need to be replaced with larger ones. The Board will investigate the costs on those needed signs.
ACCEPTANCE OF BOARD RESIGNATION: President Angeli announced the resignation of Veronique Schneider.
APPOINTMENT OF NEW BOARD MEMBER AS SECRETARY: Richard Suszek moved to appoint Kyra Hatke as the new board member and as the secretary. Frank Abrams seconded this motion and it was unanimously approved.
TREASURER’S REPORT: Frank Abrams reported that the Association’s finances were improving due in large part to all the volunteer work done by Richard Suszek on the irrigation and maintenance of the common grounds. The May 2009 total assets were: Operating $81,267; Reserve $23,560, for a total of $104,827. He stated that four homes in our neighborhood are in foreclosure and thirty homes are in arrears. The Association is pursuing whatever means possible to collect these dues, however they are limited by Glenn Lakes by-laws.
President Alex Angeli discussed the problems that homeowners have been experiencing with the low reclaimed water pressure and debris for the past couple of months. The common grounds have been battling continuous sprinkler problems due to clogging with shells and debris. Richard Suszek has worked tirelessly to clean and replace the sprinklers. The county has been called and responded on numerous occasions. There have been many explanations, followed by different solutions, but now the pressure seems to be restored. The county is still flushing out different areas. Homeowners who are still having problems may want to clean out their sprinkler heads of debris that might be preventing the proper flow to their own properties. Although the Association has an irrigation contract with US Lawns, Richard Suszek does most of the repairs to save the costs that would incur if they did the repairs. The Board is exploring new irrigation companies.
Frank Abrams suggested that homeowners could write to County Commissioner John Chappie if they want to express their feelings about the irrigation problems such as the poor water pressure and the clogged sprinklers.
Mr. Angeli stated that some neighborhood streets may be receiving some topping in spots. The speed bump on 47th St. was denied by the county because there was one there previously that had been removed. The live oaks on 51st St and 43rd St are on the schedule to be trimmed. The county is putting a 10” water line underneath 53rd Ave. to tie into our 6” line so that should help with the irrigation problems.
MANAGEMENT REPORT: Carl Romano of Sentry Management stated that because the long-term drought contributed to the county’s struggle with the reclaimed water, zero-scaping might be utilized in the future. He sent a letter of thanks to Jim Krueger of Sherwin Williams in regards to the free paint for the wall on 53rd Ave. He has received several positive comments about the wall, including some from non-residents. Reported violations in our community were shared and letters were sent to the homeowners regarding these concerns. He then reported the ARC Committee approvals in the community, lake #2 bubbler repair, the painting of the wall on 53rd Ave, and the entrance painting by volunteers. He also stated that Subterranean Technologies completed the erosion control at the north end of lake #11. Mr. Romano then reiterated that the quality of the reclaimed water supply furnished by the Manatee County Utility Dept. has been loaded with slit and sand and this has caused continuing problems with the Association irrigation system and the irrigation system of the homeowners. Along the administrative line, he stated that the Association is proceeding with a foreclosure on one property for past due maintenance fees, has filed a lien on another property that has been abandoned for at least a year, and has filed a claim of lien on another unit. He reported that a new account was opened at Cortez Pump and Sprinkler Supply Co. for the purchase of sprinkler parts and supplies at wholesale prices for the common grounds. Lastly, he stated that the Association needs a “fining committee” of three volunteers who are non-board members that would hear the concerns of the homeowners before any fines might take effect.
TENNIS COURT: Mr. Angeli reported that Richard Suszek and his volunteers had already finished shrub, fencing and irrigation work around the tennis courts, but the court needs to be resurfaced. The board entertained three bids. Richard Suszek moved that Lawson Courts, Inc be hired, Kyra Hatke seconded the motion and it was carried with a 3 to 1 vote. Lawson Courts is to give it five coats and a new net at a cost of $5565.
In closing, President Angeli mentioned that a letter would go out to homeowners soon that would discuss mailboxes, boxes in yards and roofs. Because of hidden bees and such, the mail carrier will not be delivering mail to anyone who has vines around the mailboxes and posts. Homeowners are being asked to remove all vines. He also thought it would be nice if homeowners could plant something to hide the large boxes between and in the yards. Roof colors and material have been of concern to some homeowners, so the approved colors will be listed. At this time, the only approved material is asphalt shingles. The Board will research aluminum shingles, also. He mentioned the difficulty of the process of fining homeowners who are not complying, and the need for 3 volunteers to form the fining committee to hold hearings. Also of concern, happening three times now, is the stealing of the foxtail palms in the island in 51st St.
