BOARD OF DIRECTORS MEETING

The meeting was called to order at 6:30PM.

 

PROOF OF NOTICE:  The meeting notice was posted within statutory requirements.

 

IN ATTENDANCE:  Frank Abrams, Alex Angeli, Richard Suszek, Kyra Hatke

 

FOR SENTRY MANAGEMENT:  Carl Romano

 

QUORUM:  There was a quorum of directors present and seventeen homeowners present.

 

NEW HOMEOWNERS:  Two new homeowners in attendance were introduced and welcomed.

 

Carl Romano stated that the one homeowner in attendance for a violation of fine was now in compliance and the fine is therefore waived.

 

MINUTES:  June 23, 2009.  Richard Suszek moved to accept the minutes as distributed, it was seconded by Frank Abrams and then unanimously approved.

 

PRESIDENT’S COMMENTS:   Alex Angeli reported that our community has saved thousands of dollars because of the relentless volunteer work done by Richard Suszek with the irrigation and maintenance on the common grounds.  He also oversees the work of the companies who are contracted to do the irrigation and lawn service. 

 

The Association is saving around $30,000 per year by switching to US Lawn for the lawn care but they still need to be monitored.   It was decided that US Lawn will no longer be handling the irrigation service, so the Board is searching for a new company at this time.  Both the lawn care company and the irrigation company will be reporting to Mr. Angeli and Mr. Suszek in more detail regarding services rendered.

 

Because homeowners are often contacting Board members in regards to recommendations for service work, it was suggested that a directory be compiled by homeowners listing their favorites.  Carl Romano presented examples of directories from other communities.  This proposed directory is intended to include just the names and numbers of service companies, not any homeowners’ personal information.

 

Palm trees were recently trimmed at the cost of approximately $4000.  Because of the cost to maintain these large palms, it was suggested that foxtail palms be planted when the large palms need to be removed over time.  Foxtails are “clean” palms, never needing to be trimmed.

 

Several problem areas were addressed this year.  The newly painted wall should last for 8-10 years.  New plantings were done around the entrances.  The erosion around Lake 11 was handled.

 

The tennis court was resurfaced as well as other work done there.  Maintenance on the surface should be done every 2-3 years in order to avoid higher repair costs in the future.

 

TREASURER’S REPORT:  Frank Abrams reported that the association was $2700 under budget this month and $18,700 under budget to date for this year.  There is an outstanding bill for tree removal totaling around $8700.  He noted that another factor in the reduced grounds maintenance costs is Ellen Suszek who works alongside her husband.  He stated his concern over the seven foreclosures in the community which reduce the fee assessments. He is also concerned over the homeowners who are in arrears on their fees.  The association is now an active participant on one foreclosure.

 

MANAGEMENT REPORT:  Carl Romano explained the slow-moving process of foreclosure and how it affects the community. 

 

There were eleven violation letters sent recently to homeowners, mostly for lack of lawn care and tree trimming.  Lawns must be maintained and trees must be trimmed back over sidewalks at least seven feet in clearance (height).  Trees must also be trimmed away from community light poles.  One letter was sent due to clothes being placed on cars and shrubs to dry.  Another was sent due to the parking of vehicles in the front yard. 

 

Two homeowners’ requests were approved by the ARC Committee.

 

Landlords and rental agencies still need to comply with the association rules in providing leases on all properties. 

 

Richard Suszek has been doing yard work at an abandoned home in the community and would like any volunteers who are willing to help.   Volunteers are always appreciated for any of the work on the common grounds, also.

 

To date this year, $4500 has been collected in late fees.

 

BUDGET CONSIDERATION FOR 2010: Alex Angeli and Carl Romano presented a budget which was shared with homeowners present.   Because FPL is asking for a 30% increase in their charges, this was figured into the budget for community lighting.  There is a significant decrease in the cost of contracted lawn care (around $30,000) since switching to US Lawn.  It was suggested that the association fees be dropped to $130 each quarter from $150 each quarter.   Richard Suszek moved that the proposed budget be approved and mailed to homeowners, Alex Angeli seconded it, Kyra Hatke voted yea and Frank Abrams voted nay.  Motion approved.  The proposed budget will be mailed to homeowners and the board will meet again on December 1, 2009 at 6:30PM to approve a final budget.

 

Carl Romano explained that the association fees and the budget can be changed at any time during the year if deemed necessary. 

 

ENTRANCE SIGNS:  Alex Angeli stated that the Board considered quotes from several different sign companies.  It was decided that there are four signs needed, two on 47th St entrance and two on 51st St entrance.  Richard Suszek moved to accept the bid from Florida Sign Company for a total of $2040 which will be funded from the fence and gate reserve.  Frank Abrams seconded the motion and it was unanimously approved.  The signs will be 4 feet by 3 feet made of aluminum, raised letters and painted with automotive paint.  They will match the other entrances in colors.  Solar lighting is being considered to highlight them. 

 

IRRIGATION CONTRACT:  Alex Angeli stated that a new company is still being sought.

 

BANKING RESOLUTION:  Carl Romano had accompanied Frank Abrams to Sun Trust Bank and discovered that the statements for CD’s were being mailed to Nancy Perry, the past president of the homeowner’s association.  The bank informed them that a bank resolution needed to occur.  In this bank resolution, Alex Angeli, Frank Abrams, Richard Suszek, and Kyra Hatke need to be assignees on all the bank accounts.  Richard Suszek moved that the four board members be assignees on all bank accounts, Frank Abrams seconded it and it was unanimously approved. 

 

TREE TRIMMING:  Alex Angeli explained that the pepper trees taking over several common areas needed to be removed.  Most of this has been completed but there is still one area that needs attention.  Some of these removed trees had grown over the irrigation system, causing more problems which Richard Suszek has resolved. 

 

Homeowners commented on the new species of snakes that have been found in our community.  The cottonmouth has been identified.
